Texas policymakers and local officials advanced multiple constraints on data center growth this week. Lawmakers held a 10-hour hearing on water use, where the Texas Water Development Board said its oversight expanded from 22 entities in 2023 to 341 in 2025, while only 17% of surveyed data centers and crypto mines responded. Separately, Texas regulators approved stricter grid-connection standards after nearly 200 large-load requests in the first quarter, requiring financial security of at least $3.75 million, while Hays County unanimously paused reviews and approvals of significant-water-use industrial projects through Dec. 31, 2026.

Oracle sues Wisconsin over data center collateral rules
Oracle filed suit June 19 in Ozaukee County Circuit Court against the Wisconsin Public Service Commission over an April data-center rate structure requiring companies rated below A- to post cash or lines of credit. Wausau Pilot & Review’s Shereen Siewert reported that Oracle, rated BBB, says the rule could require about $100 million in annual collateral tied to its $15 billion AI data center project in Port Washington with OpenAI and Vantage. Oracle argues the PSC exceeded its authority and relied on unsupported or extrarecord evidence after We Energies sought exemptions for lower-rated but financially creditworthy companies.

Sunrun, Renew Home, and Tesla announced a June 24 agreement to offer more than 16 gigawatts of flexible capacity to hyperscalers and utilities by aggregating home batteries, smart thermostats, and other distributed devices. The companies said the framework can deploy in months, requires no additional interconnection, water, or land use for offtakers, and includes hundreds of thousands of Sunrun and Tesla home batteries plus more than 8 million devices managed by Renew Home. In Virginia, they claim more than 300 MW is immediately available in Data Center Alley, rising to at least 500 MW by 2030, with capacity also committed to PJM’s proposed Reliability Backstop Process.
