Hillsboro, Oregon, unanimously enacted a 120-day moratorium on new or expanded data-center and primary battery energy storage system applications. The city will use the pause to study economic, environmental, utility, safety and neighborhood effects and consider permanent Community Development Code changes; the council may extend the pause by up to six months. Existing projects under construction and applications already submitted are not affected.
