Pacific Power has agreed to a proposed Oregon rate plan that would make future data centers pay for generation, storage, purchased electricity, and infrastructure costs attributable to their demand. The Oregon Public Utility Commission was expected to consider the agreement on November 13, 2026; approval and any potential challenge remain unresolved. The plan responds to the state’s POWER Act and differs from Portland General Electric’s approach in how costs are allocated and which facilities are covered.
