Deadly flash flooding in the US again showed how a stronger rainfall hazard meets locally created exposure. The Guardian highlighted the role of warmer oceans and air in supplying storms with more moisture, but also the continued development of floodplains, outdated drainage and resistance to restrictive land-use rules.
