The UN General Assembly is due to vote in New York on 20 May on a resolution welcoming the International Court of Justice's climate advisory opinion. Vanuatu-led negotiators have softened earlier language calling for a rapid, quantified fossil-fuel phaseout and removed a proposed international damage register after pressure from the US and resistance in UNFCCC talks in Belém. The final draft says the resolution would not settle disputes, assign responsibility, or create new obligations, but would signal that states recognize a legal duty to cut emissions.
